What is it?

The Career Conversion Programme (CCP) for Early Intervention Educators provides participants with the necessary knowledge and skills to plan and manage individualised educational plan for children with special needs. Through the use of functional assessments, Early Intervention Educators develop and implement appropriate strategies to critically evaluate an optimal outcome for children.

Under the CCP for Early Intervention Educators, newly hired participants will undergo training for the Specialist Diploma in Early Childhood Intervention [Special Needs] (SDESN), offered by National Institute of Early Childhood Development (NIEC). NIEC is the national training institute set up by the Ministry of Education (MOE) to strengthen the foundational training and professional development of Singapore’s early childhood educators at different stages of their career.

The SDESN is a 360-hour programme with classroom and on-the-job training conducted over 15 months. As part of the course requirements, participants will undergo two Post-Diploma Certificate (PDC). Upon completion of the course (comprising of both PDC1 and PDC2) and obtaining the Specialist Diploma, CCP trainees will be qualified Early Intervention Educators and certified by the National Council of Social Services (NCSS). The CCP runs three intakes per year – Apr, Jul and Oct intakes. Employers may nominate their eligible new hires for the CCP during the application period. For the Oct 2024 intake, the application for employer-nominated will open till 14 Sep 2024


Who can apply?

General CCP Eligibility Criteria for Individuals

The Programme is open to all company-sponsored applicants who meet the following General eligibility criteria:

  • Be a Singapore Citizens (SC) or Singapore Permanent Residents (PR) aged 21 years and above;
  • Have graduated or completed National Service, whichever is later, for at least two years at the point of course application;
  • Must be a new hire i.e. not more than six (6) months from date of employment to course registration;;
  • Must not be in a similar job role prior to joining the CCP;
  • Must not be a shareholder of the participating company, or its related companies;
  • Must not be related to the owner(s) of the participating company; and
  • Must not be immediate ex-staff of participating company or its related companies.

CCP Eligibility Criteria Employers

  • Registered or incorporated in Singapore with a valid Unique Entity Number (UEN) with Accounting and Corporate Regulatory Authority (ACRA);
  • Offer a full-time position related to the job role which the CCP is for (Early Intervention Educators), with a minimum fixed monthly salary of $2,400 or more, and at least a 12-month employment contract from the start date of the course;
  • Ensure that new hires have met the eligibility criteria and are not:
    • A shareholder of the CCP company, or its related companies;
    • Related to the owner(s) of the company; and
    • Immediate ex-staff of the company or its related companies.
  • Commit to CCP training arrangements for the trainees and the CCP terms & conditions.

How does it work?

Application Process

Applications received will be routed by the Programme Partner, NIEC, to participating employers for joint review. Suitable candidates will be shortlisted by employers for interviews. Applicants who have secured employment or provisional employment with employers will be notified by NIEC to submit application for the SDESN.

CCP Application Period

  • Employers to nominate eligible newly-hired mid-careerists for the CCP and submit nominations to NIEC via the Invite-only AMS link

  • The nominated new-hires need also to submit application for the Specialist Diploma in Early Childhood Intervention (Special Needs) [SDESN] by 14 Sep 2024

  • Applicants need to pay a non-refundable course application fee of $87.20 (inclusive of GST)

Screening by NIEC and confirmation of CCP application status

  • Applications for the CCP and the SDESN will be screened by NIEC
  • Nominees who are eligible for the CCP and have gotten admission into the SDESN will be notified by NIEC

Funding support

WSG’s Funding to Employers

Standard Rate 

(SCs/PRs below age of 40)

Enhanced Rate

Salary Support

Up to 70% of monthly salary for CCP training duration (capped at $5,000* per month)

Up to 90% of monthly salary for CCP training duration (capped at $7,500* per month)

For SC/PR trainees who are unemployed and actively seeking employment for six months or more, and/or SC/PR trainees aged 40 years and above in the year of commencement of the CCP.

*Note

  • For trainees who commence training from 1 April 2024
  • For trainees who commence training before 1 April 2024, the funding is capped at $4,000 and $6,000 for Standard Rate and Enhanced Rate, respectively.

Employers must commit to working with WSG and NIEC on necessary administrative matters related to the CCP.
