Built Environment: CCP for Built Environment Professionals

What is it?

As Singapore progresses towards an advanced, integrated and sustainable built environment, companies in the built environment sector are undergoing transformation across these areas:
 

  1. Integrated Planning & Design (IPD) - Drive collaboration across value chain to enable better planning through digitalisation and integration of work processes throughout the construction and building lifecycle.
  2. Advanced Manufacturing and Assembly (AMA) - Automate fabrication in factory-like settings, supported by smart logistics and advanced assemble solutions to improve productivity, quality and work environment.
  3. Sustainable Urban Systems - Streamline operations and improve maintenance of buildings enabled by Integrated, Aggregated and Smart Facilities Management (FM), incorporating green FM skills and integrating towards resource-efficient urban environments.

 

This has created new job roles and transformed existing job roles to keep pace with technological shifts.

 

To support jobs transformation, Workforce Singapore (WSG) partnered Singapore Contractors’ Association Ltd (SCAL) to offer the CCP to reskill individuals transiting to new or redesigned roles in the BE sector. This CCP covers a range of job roles across multiple functional tracks as follows:

Who can apply?

The CCP for BE Professionals supports 2 modalities:

(1) Place-and-Train (new hires): Reskilling mid-career individuals for their new roles.

(2) Job Redesign Reskilling (JRR): Reskilling existing employees of companies undergoing business transformation, where they need to be reskilled to take on new or redesigned job roles within the same company.

 

Interested individuals and companies will need to meet the following criteria:

 

Individuals

General CCP Eligibility Criteria

  • Be a Singapore Citizen or Singapore Permanent Resident keen to pursue a full-time career as BE Professionals (see Table above);
  • Minimum 21 years old;
  • Must not be connected to the CCP participating company, shareholder of the CCP company or its related companies; and
  • Must not be related to the owners of the CCP participating company.

 

For Place-and-Train (PnT) Modality

  • Graduated or completed National Service for at least 2 years[1] prior to point of application;
  • New job role trained under the CCP should be different from the previous job role and requires substantial reskilling for a career conversion;
  • Must not be an immediate ex-staff of the applicant company or related entities; and
  • Must be a newly hired PMET (i.e., not more than three (3) months from date of employment).

[1] This will be counted from the date of graduation from the latest qualification, or date of completion of national service, whichever is later.

 

For  Job Redesign Reskilling (JRR) Modality

  • Employees identified must have completed at least 1 year of service with the company at the point of application.

 

Employers

All participating companies must fulfil the following criteria:

  • Registered or incorporated in Singapore;
  • Commit to CCP training arrangements for new hires and / or existing workers that they have identified;
  • To offer a minimum salary of $3,200;
  • Be committed to work with WSG and its appointed Programme Partner, SCAL, on the necessary administrative matters related to the programme; and
  • For JRR applications, companies will be required to submit details of their business transformation and training plans to SCAL for evaluation. The training plan should detail pre and post redesigned job roles. Upon successful application, SCAL will notify and issue a Funding Agreement to your company.
  • For PnT applications, SCAL may issue a Funding Agreement to your company.

How does it work?

Interested applicants for the Place-and-Train mode will apply through WSG’s CCP portal and should clearly indicate their preferred role(s). Applications received will be forwarded to participating employers for shortlisting via SCAL. Shortlisted candidates will go through the participating employer’s interview and selection process and successful candidates will be offered a position by the participating company before embarking on the programme.

 

Interested applicants for the JRR modality will receive an invite-only link from their employers to apply on WSG’s portal. Interested firms who would like to come onboard the JRR mode to reskill employees in redesigned job roles can contact SCAL directly for more information (refer to contact details below).

 

Selected candidates will undergo a structured training programme comprising On-the-Job-Training (OJT) and facilitated classroom training (if applicable)[2].

[2] Employers will decide if the specific job role in their company requires facilitated classroom training (course fee subsidies from Skillsfuture Singapore will apply to eligible courses).  Facilitated classroom training duration will be capped at 20% of overall training duration for PnT modality and 10% for JRR modality.

 

The training period for:

  •  Place-and-Train: 6 months
  •  JRR: 3 months

 

Funding Rates

Salary support for the duration of the programme will be reimbursed to the employers at the following rates, subject to funding availability and approval:

WSG’s Funding to Employers

Standard Rate

 

(Applicable to Singapore Citizens/ Permanent Residents below 40)

Enhanced Rate

 

(Applicable to SC/ PR who are unemployed and actively seeking employment for at least 6 months, and/or SC/PR trainees aged 40 years and above)

Salary Support

Up to 70% of monthly salary for CCP training duration (capped at $5,000 per month)

Up to 90% of monthly salary for CCP training duration (capped at $7,500 per month)
