What is it?

With Singapore advancing towards becoming a leading marine and offshore energy hub, companies in the Marine and Offshore Energy (M&OE) sector have begun to transform and diversify into growth areas such as offshore wind, Liquefied Natural Gas (LNG), and marine decarbonisation solutions. This results in the enhancement of existing roles and creation of new ones, incorporating green elements such as carbon management, design of hybrid or electric vessels, and integration of sustainable marine systems.

The Career Conversion Programme (CCP) for Marine and Offshore Energy Sector is targeted at mid-career switchers to undergo skills conversion and take on new roles in traditional M&OE operations, offshore renewables, and marine decarbonisation functions.

Administered by the Association of Singapore Marine and Offshore Energy Industries (ASMI), the CCP operates under the following modes:

  1. Place-and-Train (PnT) for new hires: Reskill new hires in their new roles to support the business growth.
  2. Job Redesign Reskilling (JRR) for existing staff [1]: Targeted at companies that are undergoing business transformation to reskill existing staff, where roles will be redesigned/enhanced to remain relevant.

Under the CCP for Marine and Offshore Energy Sector, individuals will undergo structured On-the-Job Training (OJT), complemented by employer-provided career development plans [2]. This dual approach ensures participants gain both the technical competencies needed for M&OE sector roles and a clear understanding of their career progression opportunities within the company.

Who can apply?

Mid-career individuals and participating companies will be required to meet the following criteria:

Mid-career Individuals

  • Singapore Citizen (SC) or Singapore Permanent Resident (PR)
  • Minimum twenty-one (21) years old
  • Graduated or completed National Service at least two (2) years [3] prior at the point of application

 

Place-and-Train for new hires

  • New job role offered under the CCP should be substantially different from the previous job role, hence require reskilling for career conversion [4]
  • New hires must be offered an employment contract on permanent terms or on contract terms that are no less than one (1) year, directly related to the job which the CCP is for, with remuneration that commensurate with the market rate.
  • New hires must apply and kickstart their CCP within first three (3) months from their start date (with nomination by company)

 

Job Redesign Reskilling for existing staff

  • Existing employee’s new job role should be substantially different and be a growth job identified under the Industry Transformation Maps (ITMs) or Jobs Transformation Maps (JTMs) [4]
  • Participating companies must submit a career development plan demonstrating how the new job role aligns with both the employee's career progression and the company's transformation plans.
  • Existing employees must be employed by the participating company for at least one (1) year from date of application
  • Existing employee has not been enrolled for the same / similar programme [5] previously

 

Beyond the general eligibility criteria for the CCP, applicants should also not be:

  • Shareholders [6] of the participating company or its related entities
  • Immediate ex-employees of the participating company or its related entities
  • Related to the owners [7] of the participating company
  • Undergoing any other programmes, schemes, and courses funded by WSG concurrently

 

Participating Companies

  • Registered or incorporated in Singapore
  • Must be able to offer an employment contract [8] on permanent terms or on contract terms that are no less than one (1) year, directly related to the job which the CCP is for, with remuneration that is commensurate with the market rate
  • Committed to the OJT arrangements for the individuals whom they have selected
  • Committed to work with WSG or its appointed partner on the necessary administrative matters related to the programme
  • Impacted job roles should be paying a fixed monthly salary of at least $3,500 (applied to new hires)
  • Required to submit business transformation plans, with a sound job redesign in place for existing employees that supports the growth of the company and meet intended outcomes

[3] This will be counted from the date of graduation from the latest qualification, or date of completion of national service, whichever is later.

[4] CCPs support mid-career individuals to either switch careers (leveraging relevant skillsets while adapting to new industry contexts) or reskill for new growth job roles. Career conversion is therefore a key requirement of CCPs. However, individuals with a continuous employment gap of at least two (2) years prior to CCP commencement may apply for job roles similar to their positions

How does it work?

The CCP training period lasts up to 6 months. Structured OJT will be provided and conducted at participating companies to facilitate the application of learning and to ensure that individuals acquire necessary competencies.

Applications received will be forwarded to participating employers for shortlisting. Shortlisted candidates must go through the participating employer’s interview and selection process and be offered a position by a participating company before embarking on the programme. 

 

Funding Rates*

Salary support for the duration of the programme will be reimbursed to the employers at the following rates, subject to funding availability and approval:

Standard Rate

(SC & PR aged below 40)

Enhanced Rate

(SC & PR aged 40 and above)

70% of monthly salary for CCP OJT duration,

funding capped at $5,000/month

90% of monthly salary for CCP OJT duration,

funding capped at $7,500/month

 

For Long-term Unemployed^ local trainees or mature local trainees aged 40 and above.

*Funding caps may apply.

^Defined as being unemployed and actively seeking employment for six months or more
