What is it?

Companies in the Marine & Offshore Energy (M&OE) sector have capitalised on the earlier cyclic downturn to pivot or diversify into growth areas and adjacencies such as offshore wind and Liquefied Natural Gas (LNG). Such shifts will ultimately “greenify” M&OE jobs and add green elements to existing job scopes, such as carbon management, design and development of hybrid or full electric vessels, integration of systems on vessels, and manufacturing of decarbonising solutions for the greater marine ecosystem. It is an exciting time to join the sector and play a key role in the global energy transition to reduce Earth’s carbon footprint.

The Career Conversion Programme (CCP) for Marine & Offshore Energy Sector thus aims to lower the barrier to entry for mid-career individuals as well as existing employees to move into new or enhanced roles in the Marine & Offshore Energy sector. The programme provides employers with funding to reskill these individuals, equipping them with skills, knowledge and competencies required for their new or expanded role. Besides the traditional marine & offshore related roles, the CCP also covers functions in offshore renewables and marine decarbonisation, as well as some non-engineering roles such as Business Development, Organisational Development (including transformation leads), procurement and supply chain, and analysts (business, data, market) as these roles require conversion in industry skills and knowledge.

Offshore Wind players, including upstream developers and geotechnical investigators, can also tap the CCP for your hiring and workforce development needs.

Managed by the Association of Singapore Marine & Offshore Energy Industries (ASMI), the programme also seeks to encourage and enable employers to optimise existing M&OE jobs and create higher quality roles to attract and retain local talents in the sector.

Who can apply?

Archetypes of Individuals suitable for the programme

  1. Individuals who are from a non-M&OE sector and switching into the M&OE sector.
  2. Individuals who are switching to a different role within the M&OE sector.
  3. Individuals who are currently employed in the M&OE sector and will be embarking on a new or expanded or redesigned role within the same company.

 

Eligibility Criteria for Individuals

  • Singapore Citizen or Permanent Resident aged 21 and above.
  • Must not have prior working experience or be in similar job role in previous employment.
  • Cannot be shareholders of the participating company or its related entities, and/or related to the owners/shareholders of the participating company.
  • New hires must have graduated or completed NS, whichever is later, for at least two years at the point of application.
  • New hires must apply and kickstart their CCP within first 3 months from their start date (company must nominate).
  • Existing employees to be onboard JRR CCP must be in service for at least a year from date of application.

 

Eligibility Criteria for Companies

  • Registered or incorporated in Singapore.
  • Must be able to offer employment directly related to the job which the CCP is for, with remuneration that is commensurate with the market rate.
  • Commit to the CCP training arrangements for the employees or mid-career new hires whom they have selected to enroll in the programme.
  • Be committed to work with ASMI on the necessary administrative matters related to the programme.
  • For applications for JRR CCPs, companies are required to submit details of their business transformation plan for evaluation by WSG.

How does it work?

The CCP comprises of two modalities, namely:

Existing Employee’s job is being redesigned or enhanced to support new business priorities and growth.

During the programme, individuals will undergo a structured CCP training programme, which is either 100% structured on-the-job training (OJT) or a mixture of structured OJT and classroom-facilitated training. ASMI will work with participating employer to customise the structured training programme for the individual based on the company’s business and manpower needs.

 

Funding Rates

Salary support for the duration of the programme will be reimbursed to the employers at the following rates, subject to funding availability and approval:

Standard Rate

(SC & PR aged below 40)

Enhanced Rate

(SC & PR aged 40 and above)

70% of monthly salary,

funding capped at $5,000/month

90% of monthly salary,

funding capped at $7,500/month
