What is it?

Retail is an important industry in Singapore that provides employment to approximately 3% of the nation’s workforce, through more than 29,000 retail establishments.

Over time, the retail industry has evolved significantly as market conditions catalysed structural adjustments, such as increased localisation of jobs as businesses shift from traditional retail setups to establishing digital and/or an omni-presence. Opportunities for retail careers have also been enhanced with greater value-add as retail companies transform their business models and streamline processes to adapt to market demands, which in turn contributes to a vibrant, globally competitive retail landscape that appeals to both Singaporeans and global consumers.

WSG’s Career Conversion Programme for Retail Industry (CCP-RI) enables employers to hire and train new hires without relevant prior experience through On-the-Job Training (OJT)* to facilitate their conversion into the retail industry. This serves to increase the pool of jobseekers which employers can consider for their talent acquisition. The programme also complements business transformation and job redesign efforts as retail companies convert traditional roles into enhanced, digital and/or emerging retail roles, to create higher quality jobs that support business growth while retaining local employees. Successful completion of the CCP will equip participants with necessary skills to take on new, redesigned, hybrid and/or emerging job roles with good career prospects in the retail industry such as Omni-Channel Manager and Customer Intelligence Analyst.

Companies interested to participate in this CCP may work with either of our appointed Programme Partners to customise an OJT plan to support employees’ conversion into the new roles.

*Note: May be 100% OJT or complemented with external training if company lacked required in-house expertise to deliver OJT.


Who can apply?
Candidates under the programme must fulfil the following criteria:
  • Singapore Citizen or Permanent Resident
  • Minimum 21 years old
  • Must not be a shareholder[1] of the company, or its related companies
  • Must not be related to the owner(s)[2] of the company
  • Must not be undergoing any programmes funded by WSG concurrently

New Hires (Mid-Career Switchers) who are onboard the programme:

  • Must have graduated or completed National Service for at least 2 years[3] prior at the point of application
  • Must not be immediate ex-staff of the participating company or its related entities
  • Must not have prior working experience or been in a similar job role in previous employment[4]
  • Must be newly hired (i.e. not more than 3 months) or offered a full-time position on permanent or at least 12-month employment
  • Must obtain CCP approval and commence OJT within the first three months of employment

 

[1] Does not apply to shareholders who hold publicly traded shares in listed companies

[2] Refers to individuals with shareholding per ACRA profile for non-publicly listed companies

[3] Counted from the date of graduation from the latest qualification, or date of completion of National Service, whichever is later

[4] Only new hires who has been out of the labour force or have a continuous employment gap of at least 2 years prior to CCP commencement will be allowed to apply for CCP job roles similar to their previous jobs

 

All participating companies must fulfil the following criteria:
  • Registered or incorporated in Singapore
  • Committed to work with WSG or its appointed partner on the necessary administrative matters related to the programme

Participating companies hiring New Hires (Mid-Career Switchers) must:

  • Offer new hires retail jobs (on permanent basis or at least 12-month contract) with a fixed monthly salary of at least $2,500
  • Ensure that the job role is substantially different from the new hire’s previous job role, hence requiring career conversion support

  • PMET: Up to 6 months of structured OJT

OJT and classroom training plan (if any) must be validated and endorsed by appointed Programme Partners before the commencement of CCP.

 

Salary support for the duration of training will be provided to employers at the following rates upon fulfilment of the corresponding requirements:

 

Standard Rate

(For SCs/PRs below age of 40)

Enhanced Rate

(For SCs/PRs aged 40 and above and/or have been unemployed for six months or more)

 

Requirement

PMET

Up to 70% of monthly salary for CCP training duration

[Capped at $5,000* per month]

 

Up to 90% of monthly salary for CCP training duration

[Capped at $7,500* per month]

Minimum fixed monthly salary of $2,500 onwards

*Note

  • For trainees who commence training from 1 April 2024
  • For trainees who commence training before 1 April 2024, the funding is capped at $4,000 and $6,000 for Standard Rate and Enhanced Rate, respectively.

Companies will not be allowed to claim Absentee Payroll (AP) for the CCP trainees.
